Oil volatility is very
much driven by the lack of information. The secrecy create in turn the space
for rumor-mongering. Vicious cycle between oil volatility on the one hand and
volatile market, poor development outcome, propensity to conflict, and more
militarization of oppressive rule. The
lack of information also leads to the loss of fiscal control, e.g. Venezuela
with exception of Norway.
Once BP published what
they paid, Angola warned it that “you will be out of country if you publish
once more”
Thus, the only way is
to level the playing field so that everybody is required to report its payments.
